    This book is based on a symposium on the Post-War Arab Gulf held at Exeter in July 1989. A glance at the List of Contents reveals the comprehensive and wide-ranging nature of the conference which took place almost exactly a year after the cease-fire in the eight-year war between Iran and Iraq. The organizers had of course hoped that, during the previous twelve months, substantial  progress  would have been made towards the full implementation of Security Council Resolution 598 of 1977, i.e., that the cease-fire would have been translated into permanent peace. This would have enabled the contributors to look forward to the future with more confidence. Regrettably no such progress had been made by July 1989 beyond token exchanges of prisoners of war, indeed, at the time of writing [June, 1990] this is regrettably still the case although there have been faint indications in recent weeks that a breakthrough may be pending.
